Kursk was a gamble which didn't pay off, as Russia didn't take the bait and doubled down on Donbass. As a result, Ukraine committed their strategic combat reserves in open fields deep in the enemy territory while giving up way more easily heavily fortified territory in Donbass. It was a strategic mistake, but may be Ukraine didn't have a choice and it was a forced move due to losing war if attrition.
Ukraine was trying also to replicate Tet style offensive with pure political targets, but Russia is more resistant to attacks on public opinion.
