Lot of figures are highly inflated. But yes Russia lost a lot of equipment especially old and Soviet era models but at same time they made good use of old metal rusting in the back yards and warehouses.
Only thing valuable was the crew but that is easy to replace and train new crew.
At the end of the war (if nukes are not used) all this metal (including Ukrainian) will be collected and sent to foundries and make brand new and latest equipment.

Not gonna happen. Senate is mostly old Cold War era folks who hate Russia. House has young demographics who didn't grow up in the Cold War and don't hate Russia. Nothing passes the House unless it has border security.
