Different arenas, different adversaries, different combat forces.
But i agree that they are weak in classical army setup in comparation with russians, problem for them is terrain and big chunk of pro russian population in sense to be able to try different military approach like partisan guerilla war.

Actually, Russians are even weaker than Ukrainians. It goes like this:

Chinese > Afghans > Germans > French > Americans > Ukrainians > Russians
