You can't force the Ukrainian to give out money for nothing. We aren't talking about upfront payment from Ukraine, the payment has to be both ONGOING and IN THE FUTURE........I mean if Zelenskyy is stupid enough to keep contributing without any actual return, then well, they really deserve to lose the war
