Nuland has been, or should I say "was" directing the war from the US side up until Trump was sworn in. She was the one who put the clamps on Ukraine using US-supplied weapons for offensive purposes. She was well in the loop on the reported bio-weapons labs that the Russians found in Ukraine and when pressed on it, she chose her words very carefully.
