According to Fawad Chaudhry, it was always the establishment’s policy to engage with Russia. A meeting of core commanders was held before advising Imran Khan to proceed with his visit to Russia, as they did not anticipate Russia would initiate a war in Ukraine, despite reports of Russian troops positioned at the border.

When Imran Khan arrived in Russia, the war began the following day, before his meeting with Putin. He consulted with Bajwa once more, who convened another meeting of the core commanders. They decided it was best for Khan to meet with Putin, as he was already in Russia, and to proceed with the engagement plan.

The bottom line is, the establishment understands that we can’t be pro-America anymore as they don’t have common interest with us unless they need for something.. so being neutral or pro-China suits their interest more.

It was never about Cypher, Imran Khan or counter-reaction for Imran Khan's visit.

We have started healing diplomatic relationship with Russia since the time of Parvez Musharraf. Later, Asif Ali Zardari visited Russia and the policy continued in the time of PML-N with talks of possible Russian investment in the gas pipeline project of Karachi to Punjab. Imran Khan followed the same policy pushed by the establishment since last 20 years in my opinion.
