Saudi Arabia’s mature regulation and strong governance boost competitiveness, growth and smart-era ambitions

Published: Wed 15 Apr 2026, 11:30 AM

Saudi Arabia has secured a new global milestone by ranking first worldwide in the Digital Readiness Framework 2025, issued by the International Telecommunication Union (ITU). The Kingdom scored 94 out of 100 in the ‘Very High’ category, rising to first place globally, compared with 90 points and fourth place last year.

Saudi Arabia led the global ranking, followed by Finland and Germany in second and third place with 93 points each. The United Kingdom came fourth with 92 points, Norway fifth with 91 points, and France sixth with 90 points.

This result reflects the Kingdom’s rapid progress in building an advanced digital ecosystem, supported by mature regulatory policies, effective governance frameworks, and strong institutional capabilities. It strengthens the competitiveness of digital markets, supports economic and social growth, and aligns with the Kingdom’s goal of moving into the smart era.

The Digital Readiness Framework is one of the specialized international indicators used to assess national readiness of digital ecosystems. It measures telecommunications and technology systems, policies, and governance tools, based on analytical outputs that include digital regulatory maturity and the development of sector regulations. The framework includes 117 indicators across nine main pillars.

Kingdom tops digital resilience

The Kingdom’s top position in the framework reinforces its global standing as a leading model for building an enabling digital environment that adopts best regulatory practices, promotes data-driven decision-making, and supports coordination among relevant entities. This helps strengthen the resilience of the digital ecosystem and its ability to keep pace with rapid global technological change. It also highlights the scale of national efforts in regulatory and legislative development, digital market empowerment, and institutional efficiency, all of which helped the Kingdom reach the ‘Very High’ category, a level shared by only a limited number of countries worldwide.

This achievement resulted from integrated national efforts across several government and regulatory bodies, including the Ministry of Finance, Ministry of Commerce, Ministry of Media, Ministry of Health, Ministry of Education, Ministry of Economy and Planning, Ministry of Environment, Water and Agriculture, Communications, Space and Technology Commission, Digital Government Authority, Saudi Central Bank, Saudi Data & AI Authority, and National Cybersecurity Authority. It also included partner entities such as the General Authority for Media Regulation, Transport General Authority, Saudi Water Authority, Saudi Electricity Regulatory Authority, General Authority for Competition, National Competitiveness Center, and Consumer Protection Association.

The accomplishment further strengthens the Kingdom’s presence in specialized international indices, reinforces its position as a leading global hub in the digital economy, and enhances its attractiveness as a destination for investment and innovation, supported by an ambitious vision for a more prosperous future.

KSA has re-greened and reforested a land area larger than Lebanon. Somehow this has gotten very little attention in the global media - not that I am surprised - but it is a huge achievement that few countries can boost about and claim. In particular in such a challenging area of the world.

One of the main priorities of the government should really be the implementation of the Saudi Arabian Green initiative.

I doubt that we will see 10 billion trees being planted in my lifetime but we are 1/40 into the targeted goal for the next many decades.

The environmental, societal, climatic, agricultural and economic benefits cannot be underestimated. KSA re-greening an area larger than Lebanon recently is the kind of news that is better than most out there.

3.1 million seats, 12,000 flights: Saudi Arabia's transport plan for Hajj pilgrims

Air, rail, road and sea networks activated to move millions of pilgrims

Huda Ata, Special to Gulf News

Dubai: Saudi Arabia has activated its highest level of readiness across the transport and logistics system ahead of the 1447 Hajj season, mobilising air, land, rail and maritime networks to ensure the safe and seamless movement of millions of pilgrims.

The Ministry of Transport and Logistics said the preparations are part of a fully integrated approach linking all modes of transport, aimed at delivering a smooth and secure pilgrimage journey for visitors arriving from around the world.

In aviation, more than 3.1 million seats have been allocated for pilgrims, supported by over 12,000 scheduled and charter flights. Authorities said regulatory teams have been deployed to ensure airlines and airports meet performance and service standards.

Six key airports have been designated to receive Hajj flights, operated by a workforce of more than 22,000 staff. New initiatives include a “baggage-free traveller” service, allowing luggage to be shipped directly from accommodation, alongside expanded pre-shipment of Zamzam water.

National carriers have also increased capacity. Saudia has provided more than one million seats, supported by advanced digital services, while flynas said it is prepared to transport hundreds of thousands of pilgrims, including more than 147,000 from 20 international destinations.

Rail services will play a central role in moving pilgrims between holy sites. Saudi Arabia Railways has scheduled more than 2,000 trips for the Mashair train, expected to carry over two million passengers between Mina, Muzdalifah and Arafat.

The Haramain high-speed railway will operate 5,308 journeys with capacity exceeding 2.2 million seats, linking Mecca and Medina via King Abdulaziz International Airport.

On the roads, authorities have carried out extensive maintenance works, including clearing more than 56 million cubic metres of sand dunes, servicing 178,000 lighting units and installing over 4,000 directional and warning signs to enhance safety.

Public transport has been reinforced with a fleet of more than 33,000 buses and 5,000 taxis, alongside increased field inspections to ensure compliance with safety standards.

Logistics and postal services are also being scaled up, with Saudi Post deploying a fleet of trucks and delivery vehicles, as well as electric scooters and motorbikes to support operations in high-density areas, including airports and hospitals.

At sea, facilities at Jeddah Islamic Port have been prepared to receive pilgrims, with dedicated teams assigned to streamline procedures.

The National Transport Safety Center said emergency and response teams will operate around the clock across all transport sectors, ensuring rapid intervention in case of incidents.

Pakistan informed all warring parties throughout the conflict period very clearly that #Saudi Arabia is a “NO GO AREA” and no one can view it with hostile intent or target it, and we consider its security to be a red line for us🇵🇰🇸🇦

Saudi Arabia halted the war and prevented the destruction of the Middle East. The war did not stop out of love for Iran, but to thwart Netanyahu's plan and his lackeys by dragging the Gulf states and the region into a war that exhausts everyone, with results serving the interests of the Israeli project.

If the Israeli plan had succeeded in igniting a war between us and Iran, the region would have turned into a state of devastation and destruction, with the loss of thousands of lives of our sons and daughters in a battle in which we had no benefit at all. Israel would have succeeded in imposing its will on the region and remain the only actor in our surroundings.

The Saudi Crown Prince Mohammed bin Salman Egypt was never merely an option in the equation of Gulf security— rather, it was its foundation. And what it has offered in the current crisis is nothing but an extension of its historic role in moments of reckoning.

If Iran believes that the Arab Gulf states are unable to respond, then its calculations are wrong and dangerous, just as political responses are available and non-political responses are available 👌🏻✨
