The Special Investment Facilitation Council (SIFC) has successfully facilitated the resolution of long-standing issues surrounding the Barite-Lead-Zinc (BLZ) Project in Khuzdar, Balochistan, unlocking a strategic investment of $200 million and reinforcing Pakistan’s commitment to developing its mineral resources.

As per a statement released on Tuesday, the project is being developed by Pakistan Petroleum Limited (PPL) in a joint venture with Bolan Mining Enterprises (BME), with PPL serving as the designated operator and holding a 50% working interest.

Located in the mineral-rich district of Khuzdar, Balochistan, the BLZ Project is among Pakistan’s most promising mining ventures, with estimated reserves of 69 million tons and a projected mine life of 34 years. The project is expected to generate annual revenues of $150–230 million, while significantly contributing to mineral exports, employment generation, and economic development in Balochistan.


“Through SIFC’s facilitation, long-pending lease-related issues were successfully resolved, enabling the project to move forward. A major milestone was achieved with the signing of the Operational Agreement during the Pakistan Mineral Forum 2025, marking the commencement of the implementation phase.

The successful advancement of the project reflects the government’s commitment to creating an investor-friendly environment by removing bottlenecks, facilitating strategic investments, and accelerating the responsible development of the country’s vast mineral resources.

“This achievement underscores SIFC’s pivotal role in unlocking Pakistan’s untapped mining potential, strengthening investor confidence, and supporting sustainable economic growth through high-impact mineral sector investments,” it added.

I think SIFC is just a vehicle/mechanism for the Army to keep its control over the economic pie and take a cut. I do think the "game" is rigged as free and fair economic investment into Pakistan is concerned unfortunately.

I don't know, it looks like SIFC cut the red tape so investment can move forward.

If that was the case, then why isn't the focus on the handlers of the SIFC to "fix the system"? Why create a new framework to try bypass it ?
