Ah this reminds me of the infamous South American stupidly loud chanting/drumming/whistling tour gangs (Turismos) at DisneyWorld who wear the same t-shirts and cause trouble for others...especially line cutting. I haven't heard much about them lately (maybe their countries are in recession) but 20 years ago they were really bad.

The thing is their tour guides were the ones encouraging it. They'd walk around the park in "gangs" with the leader in front with a flag and push their way through the lines to get to the front. Truly obnoxious..causing fights. Maybe they ended up getting banned or something because I haven't heard much about them anymore.

EDIT: looks like Disney cracked down on them...and those Turismos helped permanently screw the parks over for the rest of us due to the changes they caused.
