You know its means nothing for a party thats not part of the convention right? International Law didn't magically appear in 1994 and before that there was no law, its a international treaty that people voluntarily signed as for most of them it made sense for their interests as they don't have a bunch of islands in their EEZ that belong to another state so extending the shoreline doesn't affect them and allows them to use it with neighboring states without requiring bilateral negotiation formats, the states that didn't sign aren't subject to it.
