Turkey is there at the request of the Syrian Govt which has the popular support of the majority of Syrians, and as part of a treaty agreement which allows Turkey to intervene against the PKK, called the Adana Agreement.

No it didn't even under Assad that didn't withdraw, they said they didn't "feel bound to it" and but that they could return to it in the future under the "right circumstances". The Agreement is explicitly mentioned in the ceasefire agreement in 2019 in Northern Syria where Turkey, Russia and Assad came to an agreement where Turkey stopped the offensive in Northern Syria and Russia deployed troops there, and agreed to make the PKK withdraw, and agreed to joint Turkish/Russian patrols inside Syria to inspect the border regions to make sure that the PKK wasn't building infrastructure on the Turkish border to penetrate Turkish borders.
