Nope, these guys are the Pro Iran groups, They will be going to Lebanon, Iraq or Iran. Why would they go to Qatar or Turkey?

Assad kicked anyone who didn't give him Bayah out of Syria. Hamas was kicked out and called an "unwelcome guest" by Assad.

The "Groups" in question are the ones, that Assad used to "keep order" in the Palestinian refugee camps, that were protesting Assad, these groups launched attacks on the camps and basically leveled them with Barrel bombs.

This has nothing to do with the govt, its random people who took it upon themselves to do something illegal. That happens in a lot of places.

Technically an act of congress would still be needed for there to be effective sanctions relief, right now, its just temporary pauses.
