This is going to be a great development. It will be a good solution to the transportation problems of the common Pakistani people.

Pakistan needs to take some preparatory measures in advance, the use of large number of E-bikes will create some new problems.
Some bad things have happened to E-bike in China. China has made some laws and rules specifically for E-bike. Pakistan can analyze these rules and reformulate new rules that suit Pakistan itself. Prevent some bad things from happening again in Pakistan.

For an emerging market, competition among a large number of manufacturers will be fierce. These manufacturers will strive to please consumers in the design and manufacture of their products in order to compete commercially. They will not consider the consequences of these designs when applied at scale ......

If some rules are not set in advance, something bad can easily happen.

China treats these things in three categories, and the law has strict criteria for distinguishing them and methods of treating them.

E-bikes mostly replace bicycles. They are not a replacement for cars or motorbikes unless you live in a big city and have a very short commute.
