1) Pakistan because of numbers, semi-modern hardware and adopting modern war concepts, and nuclear weapons + battle hardened.
2) Turkiye because of advanced domestic technological base + combat experienced due to fighting insurgents and the Russian/Iranian backed Syrian Arab Army of Assadist Syria.
3) Egypt, simply because they have a lot of modern weapons due to US aid, and have some moderate amount of combat experience due to having to fight ISIS in the Sinai, and sending soldiers to fight in Yemen.
4) Iran, because they have a ton of military experience in various wars and battlefields, also have a ton of experienced generals, but lack modern hardware, and have no air force.
5) Saudi Arabia, because they have a ultra modern army, but have zero combat experience, and suffer from training issues.
6) Jordanian, because they actually do have quite a bit of experience, as they have covertly send special forces into Libya and Syria to secure their interest and back their chosen factions.
7) UAE, same as Saudi Arabia, but have some experience, but their army size is small.
8) Indonesia, as they have a relatively decently large well funded army, with decent equipment. Have some experience fighting separatist terrorists.
9) Malaysia, fighting insurgents has given them experience, have a decently equipped army, and a fairly modern air force which they're adding on to, but its small in size.
10) Nigeria, somewhat of a large army, lack modern hardware due to budget constraint (and are trying to buy as much as they can afford, including JF-17s), but are extremely battle hardened due to decades of fighting insurgents and neighboring armies.
On a side note, some of these positions are going to inevitably change in the coming decades.
In particular, Nigeria is going to become a force to be reckoned with, and will likely become a part of not just the top three militaries in the Muslim worlds, but top 10 kf the entire world in general (if they can grow at a steady pace economically).
Turkiye will likely become the top of the pack in the next 10 years.
Pakistan will continue being top two.
UAE and Jordan will likely continue sending their forces into various global battlefields to gain vital experience, so they'll likely get better.
Iran's position would be higher, but the beating they took has degraded with military capabilities. Their lack of an air force showed just how much of a handicap they had. They may go higher if they can rebuild, and actually build a decent airforce.
Egypt will, in my opinion, decline in position in the next 10 years, as their economy is going to continue suffering. Budget constraints will eventually force them to cut back on some of their more ambitious targets.
If Indonesia actually get serious, they'll easily become number 2, as they have a massive $1.4 trillion economy, and a population comparable to Pakistan's size. Yet they keep screwing around, and get nowhere. The IFX has turned into a joke, because they keep going back on their word with Korea. The so called KAAN purchase has turned out to be a nothing burger MoU, and over all their future purchases are a non-commital joke.
