1. Pakistan - By far. Not even contested.

Iran has slid down the rankings. Two years ago they would’ve been a solid number two but since then their proxies have been destroyed and now they have been bloodied by this conflict. Their airforce is also non existent. But they do have a powerful missile force.

Turkey is NATO, they don't need Nuke, and by that fact alone, Turkey should be number 1, because of that soft power pull.

Turkey needs its own nuclear wherewithal. If they haven't seen the writing on the wall, it spells disaster for them. Reliance on NATO is a joke. This alliance will never show up for Turkey. Turkey will never fight Russia or China (the alliance is now being primed for use against China).
More realistically, imagine things getting hot between Turkey and Israel over Syria. Where will the no-shows from NATO stand? On Israel's side (a non-NATO member) without a doubt.

The reality is most Muslim countries militarily aren’t capable, out of 57 countries only 2 can launch western-style military operations.

Meaning only Pakistan and Turkiye, can launch precision-strikes, joint-force, functional ISR, network centric warfare, SEAD/DEAD, electronic warfare, real time targeting and more.

The rest are anemic.
