Turkey should try to take over the Naval base in Tartus.

Having Tepe Class destroyers and other equipment in Tartus would allow a clear sight into Haifa and northern Israel.

We need to update and rebuild their docks and shipyards and sign a EEZ with them like we did with Libya, that will give both nations a massive boost.

No one is replacing Turkey as the principle backer. And the Saudi and Jordanian cooperation compliments Turkish interests in terms of consolidating outlooks and burden sharing, as the Saudis will be crucial from the money angle, and the Jordanians will be needed for dealing with Hijri and to be on the same page with regards to Israel.

Although that French element needs to be paid attention to, to not let the French entrench and build influence, if the Syrian need a EU partner to move things along, I think facilitating a Syrian-Italian connection would prove more in our interests that letting the French set the EU-Syria relations agenda.
