Pakistan's civilian sector is hopeless but the military sector has been producing good quality missiles for decades. Both Turkey and Iran also have a history of indigenous military innovation. That is not the case for any of the Arab countries.

The ambassador, whoever he was, was a clueless idiot who didn't understand that countries can have two-track technological capabilities.
