Turkish nuclear power plants are Russian built, they supply the fuel, so there is no enrichment capacity as of yet.
Turkey needs to own the entire Fuel cycle, these sorts of things honestly should have started back when Japan and South Korea were starting out. But Turkey started very late, previous governments were not really that ambitious in their outlook on Turkey and were content under the US umbrella and confined to Turkish borders, it wasn't until the AKP that Nuclear power was seriously pursued, among other things, to facilitate a new outlook externally("Turkey is Bigger then Than Turkey" which made the defense industry independence the #1 strategic matter for the State, among other critical fields of independence), but even now its not where it needs to be to be compared to Japan and South Korea and their capabilities in Nuclear tech, Japan ownes the entire Fuel Cycle, and South Korea can do everything but enrich uranium(restricted for political reasons), but Turkey is working hard, Baykar has taken a significant step in this in investing in a Modular Reactor development program.
