Strait of Hormuz is governed by UNCLOS, where all they ships have peaceful passage right.
Strait of Bosphorus is governed by Montreux Convention which allows Turkey to take fees.


None of this shit matters, all that matters is hard power and capacity to implement it.

We are back to the Laws of the Jungle, the Post WW2 order is dead or rapidly dying. The only thing thats stopping Iran from implementing fees is their will and capacity. If they want to do it, and are willing to fight on it and their enemies are unable to stop them, they will enforce a new order in their straits.
