Its too premature, Turkey is just recently building civilian power plants, it will take years to develop significant infrastructure for such a move. Its far more likely that Turkey would come to an assistance agreement with Pakistan in the near term if the necessity ever came, than pursue a program on its own.

edit: this I would say is a question to be reassessed in 10 years. With things being further developed down the road.

Everyone is developing nuclear reactors, Its the next level of progression for middle powers, Turkey is just starting out but South Korea, Japan have a well developed industry and are able to build their own reactors. Even Iran has a nuclear program.

A nuclear industry development is the sign of a technological progression for middle powers. Turkey is late to the party and has a lot of catchup to do. Same with the Space program, lots and lots of catch up needed.

What is this threat environment? Who is threatening turkey?

Turkey have Competitors like Iran for example, Iran have different Interessts in the Region. Having nuclear Weapons mean Iran have Advantages in the geopolitic Competition.

Another example we have France which is a nuclear Power and signed an mutual Defence Agreement with Greece. In event of an War in the Aegean/eastern Mediterran we have it to do with a nuclear Power.

This mean the Threat Environment.

Russian reactors are actually pretty decent, Nuclear Reactor tech is actually one of the things the Russians have significant expertise in.

The Russians also have far less restrictions around tech transfer and knowhow and less political baggage than the US or French reactors.

It would be the end of them, sometimes they forget that Turkey is a NATO member that comes with an Article 5 guarantee, or that Turkey has a strategic relationship with Pakistan, where if the need ever came, Turkey would find a way to to either build and acquire the warheads itself or would obtain the needed warheads from Pakistan.

If Israel attacks first then they are treaty bound on paper atleast, Turkey would press them at the very least to gauge their response, of course the reality is something else, Turkey is not putting all its eggs on Article 5, it has other contingencies as I mentioned, if it came down to necessity, Turkey would find a way to acquire nuclear weapons/warheads whether it builds them itself of via Pakistan.
