No the irst takes up to much space on the nose so the radar wouldn't fit maybe even the energy consumption would be to high.

KE's nose much bigger than F16, it may fit with IRST and i dont think that IRST consumes a lot energy, it is basciallay a camera

Why using it together?

Because KE can be used as a CAP platform with AA missiles and maybe drone hunter with an external gun, dont forget it is a huge drone , KE can stay airborne up to 6 hours. imagine KE in gulf , how would helpful to gulfies.

It is a passive sensor so nobody can notice you are ther, but against a stealth fighter could be used together to as you mentioned.

The inverview is little bit bad, the guy says a drone off 2000 dollar. In the end he says the Kamikaze drone is in our inventory so the Armed forces have it and does the kamikaze version cost 2k dollar? Mostly is he talking about how simple and cheap the drone is.
