Dams for electricity can only be build in hilly, mountain regions
But money for that dam and its upkeep comes from everyone else

Just like AJK can't produce electricity after summer season and needs coal from Sindh, Nuclear energy of Punjab and Karachi, oil & gas imports from Gulf for electricity

That's how the grid system works where we are all relying on eachother although its not the most of efficient use of systems because 90s onwards govs made one bad decision after another resulting in electricity prices crushing the middle class especially the urban ones where rates of electricity theft is nearly nonexistent

On what, food? That's stupid. On power i.e. that's produced on their land through hydro means, well that's what it is about. That being said there aren't subsidies for other regions who have coal mined, gas extracted etc aside low income groups.
