The US is not a signatory so the only institution with the power to punish this administration is the legislative and judiciary branch of the US.

Exactly, Its not just Trump even if the Democrat leader was president he/she won't care too as they know no sitting or retired US President was punished anyway, we saw it with Bush administration killing 1000's of Iraqi's, Obama droned 100's if not 1000's of civilians, Biden fully supported Genocide in Gaza and Attacks on Lebanon, and now Trump with Iran.

I don't think he cares, his supporters are brain dead zombies (most of them) anyway, so he can commit war crimes and next morning do a press conference asking for Nobel Peace Prize and his supporters will cheer him out, Trump can say the most stupidest thing or say something totally untrue proven by FACT checkers but his supporters will not care, they will find a way to twist or just shrug it off saying he was either joking, or he doesn't mean that, or some other excuse.
When you have that, then why would he care about the legacy ? he knows he won't be prosecuted, nor ICC/ICJ can put him behind bars for his illegal war. This is pure example of might is right, and rich/powerful doesn't get the punishments, its only for poor and weak countries.

Trump doesn't about what the average Joe thinks or says about him. But he does care about his brand among the elites.
