As I’ve said previously, any unfrozen funds or investments into Iran won’t be allowed to fund an Iranian military rebuild or passed to its terror proxies. Those funds will be strictly conditional.

Iran’s ability to support those groups is significantly degraded, as are those terrorist groups. The Iranians definitely aren’t getting a free check to spend how they wish.
