Making good people pay for the bills of bad people encourages others to continue disrupting order.

What crime have good people committed? Why should they pay the price for illegal actions?

China does not want to become a hegemon. If world organizations cannot fulfill their duty to protect people globally, China will strive to provide aid to other countries rather than cleaning up the mess left by the United States. The United States has gained many benefits from the United Nations; if the U.S. does not care about international order, why should China be expected to care about world order? This is a double standard.
