I have been at this airport numerous times. Including just recently. Am surprised something like this didn't occur sooner. There is a jump school there. Can't tell you how many times ATC has had to tell pilots to clear the air space due to jumpers in the air. And there is always that one pilot.......

This one is just a mess.

We had a similar incident at another nearby local airport a couple years ago. Helicopter flight school based there. A Piper pilot crashed into an R-22 that was hovering over the end of the runway. F-up between ATC and the R-22 pilot. R-22 pilot was killed.
