Boeing can't punish a company for circumstances beyond their control, e.g. changes in the law.

As for Boeing suing the Chinese government, can a foreign company sue the American government for imposing tariffs?

Tariff is fair game. China's tariffs are so high they effectively ban foreign car imports. They only import what they cannot yet make, such as wide body airliners.
