yes and no, the French might believe so but on the ground France was powerless, it was a defeated country. it was Japan that had the power over Vietnam.To put it simply. After the French surrender, Vichy France and Japan signed a treaty allowing Japan to station troops in Vietnam. French colonial rule in Vietnam lasted until March 1945. Then the Japanese arrested all French colonial government officials and troops in Vietnam. This is one of the reasons why France believed it had the right to rule Vietnam again after its victory in World War II.
Vietnam was formally ruled by the Nguyen emperor. but he was powerless. what could he do? nothing. Vietnam lost the first war against the French.
