Japan is the country that supplies 95% of the world's semiconductor materials, not even Samsung or TSMC has the ability to research and produce these materials. I'm sure this trip to Viet Nam, the Japanese want to bring up this topic again ie access to Viet Nam's rare earth metal reserves. However, this topic has been stalled for over a decade and no breakthrough in negotiation due to Japan unwillingness to share the technical secrets on how to exploit and produced these semiconductor materials.

Japan will never give technology of making important things to Vietnam, be HSR or semiconductor.
We can’t blame them though. Countries as China and Korea have the same restrictions. technologies in making rare earth, or highspeed rail are national key assets. The Japanese have 0 interest to make Vietnam into a competitor.
The most restriction is on any technology transfer to increase Vietnam’s military potential. That’s all Japanese talks of China’s threat.
