The defense pressure on the countries in Indochina is very small.

Due to the existence of China, it is unlikely that a large-scale war will occur between them. Of course, it is unlikely that they will have a large-scale war with China now.
Their national army is more often used to deal with internal issues and border patrols. These tasks have low requirements for military weapons and equipment.
