The locomotive D20E in the vid is a German made diesel electric. Most diesel electric locomotives in use are D19E, imported from China with local production in Vietnam.
The future HSR 1,435mm gauge will run parallel to 1m gauge railway.

 
Vietnam cost of living is low. Pork, beef, poultry is cheap, however Brazil imported meat is 40 percent cheaper despite traveling half the globe. How’s possible?
We should look at the good side: cheap meats keep inflation low.
