hates is a wrong word, much an infighting between 4 major factions: north and south, conservative vs liberal, pro west vs pro east, and there is a neutrality faction. that’s why the 4 major institutions the communist party, the state the gov and the parliament are led by 4. a sudden change in Vietnam policy is very rare, because that requires the consensus of all 4 groups.
