On the morning of September 23 in Hanoi, Colonel General Phạm Hoài Nam, Member of the Party Central Committee and Deputy Minister of National Defense, held a working session with the General Department of National Defense Industry and relevant agencies and units regarding the research, design, and production plan for the XTC-03 armored personnel carrier and the T-1 amphibious tank.
Reporting at the meeting, Major General Phạm Thanh Khiết, Deputy Director of the General Department of National Defense Industry, stated that under the directive of the Ministry of National Defense leadership, the General Department assigned Factory Z179/GAET to lead the research and production of the XTC-03 armored personnel carrier, and Factory Z125 to lead the research and production of the T-1 amphibious tank.
To date, the General Department has completed the framework proposal for the national product XTC-03 armored personnel carrier, along with task proposals under the project, and submitted them to the Department of Military Science for further procedures.
Regarding the T-1 amphibious tank, the General Department has finalized the documentation for the Ministry-level science and technology program titled “Research, Design, and Production of the T-1 Amphibious Tank” and submitted it to the Department of Military Science.
Additionally, to proactively advance research and shorten the implementation timeline for the Ministry-level tasks, the General Department has tasked Factory Z179/GAET with developing a prototype of the XTC-03 armored personnel carrier, and Factory Z125 with developing a prototype of the T-1 amphibious tank, both to be completed by March 31, 2026.
Speaking at the meeting, Colonel General Phạm Hoài Nam commended the General Department of National Defense Industry and related agencies and units for their initiative in advising and proposing the research, design, and production plan for the XTC-03 armored personnel carrier and the T-1 amphibious tank. He emphasized that these two vehicles are considered strategic technical weapon systems, and urged the General Department and relevant units to remain proactive, focused, and expedite the implementation process to bring the products into use as soon as possible.
