IAF was prepared only for an all out war

They were not prepared for small intense skirmishes

Given the length of both our Borders ,it is a certainty that any strike package of 20 or 30 odd planes can sneak in from any part or any corner

You cannot have 24 / 7 CAPs for 6000 KM Of the Border ie the Combined length

So the simple answer is to work out the Retaliatory Measures in advance ie SOPs should be crystal clear

The IAF should have the authority to climb the Escalation ladder without wasting time and without any CCS permission

And also without the latest technologies , you cannot get the desired results

IAF cannot claim that length of the border thinned their response, since they had violated LOC and pretty much forced PAF to limit their response to Kashmir area only. It seemed like they had dropped their guard thinking the hostilities were over.

They kept their best operational focus on the hours following their attack with combat leaders in the air, AEW on constant patrol, AD at maximum alert etc. - and then when they assumed Pakistani leadership was dithering(which seems to be the intel provided to their leaders from their moles and sources.. and may not have been wrong based on some key voices in NCA sweating it out in PK ) they took a breather and that’s when PAF struck.

That breather is what cost them in everything from panic to fear and loss of situational awareness,
