India had travel advisories when it was racked with terrorism. Now, terrorism incidents in India are much less. The travel advisories are also far lower.

Advisory are about safety, not about crime. A country with high level of white collar crime would rank lower, but would not need a travel advisory as tourist would be safe.

Comparatively speaking, that puts Pakistan as a country in better position than Chicago. The homicide rate, depending on source, ranges from 14.6-17.5 / 100K people.

Aggravated assault is a whopping 128.3 / 100K people.
