Belarus sells fuel to Russia again

Belarus has resumed fuel sales to Russia through the St. Petersburg Exchange "against the backdrop of high demand and unscheduled shutdowns of oil refineries in July," RBC reports.
According to the publication, before that, there had been no fuel supplies from Belarus to Russia since the fall of 2024. Volumes are also growing: in July-September 2025, 96.9 thousand tons of Belarusian oil products were sold, which is 36% more than in July-September 2024.
"In September alone, sales of gasoline from Belarusian refineries increased by 168% month-on-month, and diesel by 83%," the newspaper notes.
Belarus does not sell fuel to Russia regularly, since under normal conditions fuel from Russian refineries is cheaper. However, now in the domestic Russian market there is "the beginning of an increase in tension". This is probably due to Ukrainian attacks on Russian oil facilities.
According to market participants, Russia lacks about 20% of the usual supply of gasoline. In the Russian-occupied Crimea, restrictions on gasoline sales per customer have been introduced, as well as price controls to prevent fuel prices from rising too much.
