That is a fair statement - only if you pointed out that IK was fully in support of Afghan Jihad in the 80s and went to fundraisers during his flamboyant days as well.
However, the whole create militant groups isn’t purely a Zia or Establishment crime since pretty much every party(other than some predecessors of ANP and certain PPP diehards) supported the Afghan Insurgency.

So I understand selective history helps your political PoV and yes there is complete truth to the establishment (which isn’t just the military but the combination of feudals, businessmen and good ol boy bureaucrats centering around specific areas of northern Punjab) enabling the continuous development of a “extremist suicidal believer” in FATA and Afghanistan - even then, clear outlines that would help end this were shuttered by IK(with advice from his political and certain pauji allies) which led to good, competent, motivated people with pure KP origins also leaving his government.
He openly stymied programs during his tenure and when he could have ANYTHING done in KP due to his hold because either his appointments or local agents who were afraid of losing power to such proposed reforms - reforms that came from those born and bred in KP and FATA - got to his ear.
