Anyway, they know Pakistan is not livable. At a certain stage, they all started worrying about their retirement lives abroad more than in Pakistan. Thus, they get compromised and are willing to serve foreign agencies/governments rather than their own people.
It is true for all bureaucrats and their installed politicians.
