That's not what the Pakistanis are saying. What @r3alist @Ak01 etc are saying is not that there are bureaucracy involved , but that India cannot indicut any of the systems and only keeps making announcements as wet dreams ...like if Bangladesh wanted to induct F35

Russia has a glaring weakness in avionics. India will try to replace it with Israel's, Russia will not like it.

This leaves only Rafale, even though proven to be insufficient.

Most of my information I get from Indian sources, the conclusion is not the purchasing of the systems, but the inherent reliance on outside powers, on an already diversified and complex military setup.

The sellers will also want to maximize their benefit.
