Now China competes with the Germans on cars, machines, chemicals and other industrial goods. Worse, Chinese consumers buy less and less from Germany.

That your understanding of Chinese cultures and philosophies is still superficial and minimal despite being from a neighboring country. Cultural revolution was Mao's idea to reshape Chinese society and culture when he believed it was necessary for this modern age, he maybe wrong, it doesn't happen once in 100 years or even 1000 years.
