There seems to be an assumption that once low salary jobs are out of bounds for H1Bs, high end western roles will magically open up for them.

In reality, stricter thresholds would simply mean more Indians qualifying at the higher end, while the lower end work gets outsourced to the GCC that are currently mushrooming in India..

It doesn’t apply to people transitioning from student visas within the US. Net effect not fewer Indians, just a different set of Indians now standing a better chance. We have a surplus of doctors and software engineers.
