Unfortunately they won't preemptively strike, they still believe in playing by some international norms that dont exist. Also being in the weaker position they probably hoping trumpy is stopped or persuaded otherwise.

To launch a large-scale attack on a country, you need an entire army surrounding that country, aircraft carriers, etc., and there's none of that.
