I remember I explained this problem before.You may be right, but I saw a interview, discussing this and it was regards to what's being discussed above, with Pakistan needing to take more ownership of the project and CATIC etc needing to concentrate on other things and Pakistan gradually pushing up it's production rate of the JF17s
For example:
Some core load-bearing components in fighter jet structures require heavy-duty forging presses for manufacturing. Such machines are quite expensive. If PAC were to purchase such a machine but only produce a few dozen parts a year, it would be a serious waste of machine efficiency. This also involves special alloy materials, etc. Currently, PAC's JF-17 production volume is too low to support a complete industrial chain.
In short: PAC knows how to build it (they have the technology), but they simply can't afford to (lack of funds/not cost-effective).
