If Iran utilizes Russian SLVs to launch such satellites, would they be able to track it down to Iran?

yes. just as IRGC announced launch of Noor-1, Noor-2 and Noor-3 military satellites.

There's no need for Iran to hide it unless launching of such satellites was prohibited for Iran.

Anyways, only launches can be monitored but not what type of satellite the rocket is launching.

Countries around the world launch military and spy satellites all the time, and they often don't bother announcing them. They may make a generic, standard announcement without providing any details of the satellite.

The launching party has to keep a registration database of satellites it launches and inform the UN under Convention on Registration of Objects Launched into Outer Space.

So, no Russia isn’t going to hide satellites for Iran. Nor has Iran attempted to skirt this convention when it has made its own launches.
 
Hassan Salarieh, Head of the Iran Space Agency, told Mehr News Agency that plans are underway to launch satellites and inaugurate new space projects before the end of the current Iranian calendar year.

He said the main prototype of the “Martyr Soleimani” satellite constellation will be unveiled for the first time on National Space Technology Day, adding that Iran is also seeking to conduct satellite launches using domestic launch vehicles, including from the Chabahar space facility.

Salarieh emphasized that satellite launches require extensive technical preparations, including compatibility tests between the satellite and the launch vehicle, delivery procedures, and final pre-launch evaluations.

“These processes are time-consuming but essential,” he said, noting that all technical stages must be completed with precision to ensure a safe and reliable launch.

He added that preparations for conducting launches from the Chabahar space base are ongoing, and once the satellite and launch vehicle are fully ready, the first launch from the site will take place.

Salarieh explained that in the space industry, launch dates are often not announced in advance due to the need for comprehensive testing and strict quality control, aimed at avoiding rushed operations and ensuring mission success.

the problem is that it hasn't been a priority ever and that's why we are stuck with putting 50-150kg payloads into LEO (if we are lucky) after 20 years.

When people elect politicians who hold funding hostage you don't get smooth development in projects. In that 20 years we have had 8 years of Rouhani who starved the space program to near extinction. He also had huge defence cut backs that prevented funding for vital defence projects.

IRGC's space program has also stagnated after a few encouraging years

It’s coming from CNN and most other legit news services agree a lot of fake news but a simple google check will show legit sites are reporting this
