No, they are not. Many of these Mullahs have been born in Iraq or have Iraqi parents as well. So, they are not "uniquely Iranian".

Basically, the clergy of Iran and Iraq have a long history of marrying each other. Not only Iraq and Iran, but Lebanon too.
Yet neither Lebanon nor Iraq ever became mullah run states, only Iran and Afghanistan did. In this way, they are uniquely Iranian, as no other culture gave rise to such circumstances. It's because Iranians are predisposed to extremism and reaction.

I said neither Lebanon nor Iraq ever established a theocratic state run by clergyman. Who said anything about sectarian wars? The only countries that did so in modern history are Iranic/Persianate/whatever you want to call it.
