Always thought that it was weird they release mass messages could be easily used by foreign governments to release false information or to gain access to individuals or groups working inside Iran

This is still too high-risk. Nobody in Iran would do that, particularly because they're asking people for personal information. It will fail, or attract only very few people.
How? If you use a secure VPN that uses a legitimate DNS server and your operating system is not compromised, how can a foreign government pretend to be the owner of cia.gov?

This is Congressional notification. The administration doesn't bother to get Congressional approval anymore for attacks, just gives a briefing to select Congress people. It's further evidence in my eyes an attack is this week, maybe even tonight.
