Nope, Russia was too interested in upholding the western led sanctions on Iran and even after coming under heavy western sanctions themselves they dragged their feet in supplying equipment that had been already paid for by Iran. As for the Chinese equipment I guess the Iranian Brass fell for the western propaganda that it was no good and only realized their mistake after the May 2025 skirmishes and by then it was too late to purchase, train on and integrate into their forces (this was a lost chance). Because of the sanctions no country was willing to sell anything meaningful to Iran.

Indeed, Russians were not warm to Iran for a long time and maybe only warm because of the Russia-Ukraine war. Russia seems like a schnizopheric country: Desperately wants to join the West, which doesn't accept it as an equal, but doesn't have the means to be called an equal.
As for the Chinese weaponry, even some Pakistanis here were skeptical of that until the conflict with India in May 2025. But that's still not an excuse for Iran to have not developed a robust air defense system; their missiles are great but without a potent air defense... not so.
