Just read the article. The incident occured in international waters close to Sri Lanka. Sri Lanka was the closest and answered to the distress call.

The incident showcases American aggressiveness by targeting vessels which weren't engaged in active hostilities, leaving a diplomatic fleet review nonetheless.
