China has strict legal boundaries regarding arms exports. Previously, some Western media spread rumors that "China sold CM-302 missiles to Iran," which the Chinese Ministry of Foreign Affairs has officially denied.

Article 5 of the "Regulations on the Administration of Military Exports of the People's Republic of China" clearly stipulates that military exports shall adhere to three principles:
1. To contribute to the legitimate self-defense capabilities of the recipient country.
2. Not to harm peace, security, and stability in the relevant region and the world.
3. Not to interfere in the internal affairs of the recipient country.

If a country is at war, selling weapons to it is likely to "harm peace, security, and stability in the relevant region and the world," and therefore does not comply with Chinese law. Of course, the Central Military Commission has the authority to make this judgment. Until they make a clear statement, the default stance is: China will not sell weapons to countries in conflict.

Therefore, under the current circumstances, China can only provide Iran with "civilian products." These include, for example, piston engines, composite materials, civilian chips and electronic components, civilian UAVs, and "special" fertilizers. Any product bearing a prominent "military" label will not be sold to Iran!
