1) It won't. Policy makers can be foolish. Nothing you did was what we call a real deterrence.
2) Ofcourse upgrade is upgrade. It is always good. But when India buys things, it is "panic" buying but when Pakistan does it, it is just "upgrade". You already have air superiority, no? Well PDF tells me umpteenth time.

I am just curious as to why winning dominant side is furiously upgrading when losing side's AF sees no upgrade. Odd that any other posts invites so many replies and on this, no one wants to give straight answer.

No straight answers can be given to flamebait questions.
Even if the explanation is obvious to you(unless you want to twist is for the said dopamine) in that regardless of outcomes of an engagement you constantly look to upgrade capabilities to meet objectives for the next one.
